The extra weight could be in the form of fat, muscle, their bone structure and/or water. Obese refers more specifically to an unhealthy body weight due to too much body fat. Measure Your BMI

The most useful way measure of obesity is to measure your body mass index (BMI). It is a measurement of your height, weight, and gender and is used for adults, children, and teens. Though BMI doesn't measure the exact amount of fat you carry, research shows that BMI does provide a useful estimate. It is a good starting point for flagging those who may be at risk for many weight-related health concerns.
